It is 64 bit; but I have another 64 bit user with the same version of IE and Office that doesn't have the issue.

There are 2 versions of IE shipped with the x64 platform.
1 is 64bit, the other is 32-bit.
"C:\Program Files\Internet Explorer\iexplore.exe"
"C:\Program Files (x86)\Internet Explorer\iexplore.exe"
You need to check the user to see which IE version he is using

The user was using IE 64-bit version which apparently doesn't allow the user to open the libraries in windows explorer view. Thanks for your help "onewisegeek".
