I have just installed new sharepoint server and we recently had a consultant
in that uploaded a new front page for us.

Since he has been I noticed that all of our userbase no longer have access
to the "I like it" and "tag it" labels on the pages. This causes some
concern and Ideally I would like to sort this without calling the consultant
back

If any of you perhaps know how to sort this out, please let me know. I have
tried googling but not much luck so far. (My thinking is it is probably a
simple permissions thing that I simply cannot find)

You should be able to create a lookup column with a formula which will go and grab the email address ased on the user field.
