[sharepoint] Prevent users from checking out a file - Sharepoint 3.0

 

I'm a Microsoft partner but have never gotten into Sharepoint. I'm helping a customer who has a simple Sharepoint 3.0 applications they have done themselves. Most of the users are set to View permissions and yet those users can "check out" a file preventing the contributors from updating it. From what I have read, View should not allow the file to be checked out since those users cannot edit the file.

Let me know where I should look to resolve this pesky issue.
