Mungkin bisa konsultasi ke dosen pembimbing atau coba 'agak' mendesak
bagian Tata Usaha, atau kalau mereka benar-benar keberatan, setidaknya
minta transkrip dalam amplop tertutup dan Chandra yang mengeposkan (dengan
alamat pengirim adalah alamat fakultas/kampus).

Simple..
Buat dulu transkrip yg terlegalisir, dlm bahasa inggris. Lalu minta amplop kampus dan masukkan kesitu. Seal amplopnya dan minta universitas utk cap di seal amplop tsb. Lalu anda yg kirimkan ke univ tujuan.
Mudah kan ;)
