Okay, after y'all's comments, and after exploring with SPD, I understand now that the web parts aren't in the master page. I also understand that I don't mean to change the master that hosts the quicklaunch and the ribbon.
I'm not sure what y'all mean, however, about adding a "tag" (I suppose you mean a placeholder?) in order to get the same web-part on all 100 subsites.
When you say the page layout, do you mean that there is a re-usable layout, (a secondary master page, perhaps?)? Where is that?

Page layouts are a reuseable content-level template (where a master page is "look and feel" level). They are only available if you enable the publishing features - once you do so you can create/edit them from the Master Pages library and they are available for use when creating new site pages in the "Pages" library. http://office.microsoft.com/en-us/sharepoint-designer-help/create-a-publishing-page-layout-HA010174128.aspx is a decent overview - it's written for 2007 but it's also applicable to 2010 as long as you don't expect all the steps to be 100% the same.

I thought you could place a web part on the master page. Not in a zone, but on the page..in fact I know ive done it in 2007.
