SP 2010 Added new web server to farm--100%CPU

Hi All,
SP2010 - 3 WFE - 2 APP - DB Cluster
We have been running a performance test on our three wfe (please dont ask me a ton of questions about the perf. test, I didn't configure it or create it) and when directed at the first two WFE, we get good results (1000 users per WFE with less than 70% CPU)
BUT when running the identical test to the third and newer WFE
it hits 100% CPU at 50 users..
No Errors in the event viewer.
All solutions have been deployed to the new WFE.
Can anyone point me in some direction?

I forgot to mention that the farm is using kerberos.
Not sure if that makes any difference..
